KENYA UNION OF CLINICAL OFFICERS (KUCO) ANNOUNCES NATIONWIDE STRIKE AFTER TALKS COLLAPSE

Clinical officers during a past protest, where they warned of a nationwide strike over unresolved pay and working conditions, a threat they have now carried out after talks with health authorities collapsed.

The Kenya Union of Clinical Officers (KUCO) has announced a nationwide strike by its members beginning at midnight on Monday, December 22, 2025, following the failure of conciliation talks convened by the Ministry of Labour.

In a statement issued by National Chairman Peterson Wachira, the union said the meeting collapsed after the Ministry of Health and the Council of Governors (CoG) failed to attend, leaving clinical officers with what it termed “no other option” but to withdraw their labour.

“All Clinical Officers, including specialists and clinical interns, are expected to be on strike from today midnight,” Wachira said, calling on members to remain united as they push for improved working conditions and recognition of their professional rights.

The strike is expected to disrupt services in public health facilities across the country, where clinical officers form a key part of frontline healthcare delivery.

KUCO said the industrial action is aimed at forcing the government and county administrations to address long-standing grievances, chief among them the signing and implementation of a Collective Bargaining Agreement (CBA). According to the union, the CBA has already been concluded and printed but remains unsigned by the Ministry of Health.

Other demands include enhanced risk allowances, the inclusion of career progression guidelines within the CBA, and the implementation of the third and fourth cycles of the Salaries and Remuneration Commission (SRC) salary increments, which would affect basic pay, house allowance and commuter allowance.

The union is also demanding the implementation of national and county Return-to-Work Formulae (RTWFs), as well as the absorption of clinical officers employed under Universal Health Coverage (UHC), Global Fund and various county contracts into permanent and pensionable terms.

In a separate call to action, KUCO reminded members that a strike notice had been issued on December 2 after approval by a Special Delegates Conference. The union accused both the Ministry of Health and county governments of contempt of agreements and court-adopted RTWFs.

Wachira urged members to remain steadfast, warning that any attempts to undermine the strike would be treated as sabotage and reported to union leadership at both branch and national levels.

Neither the Ministry of Health nor the Council of Governors had issued a response by the time of publication.
